DOCK TALK - November 2016

This article is on behalf of the Capital Regional District and their appointed Harbours Commission members regarding the operation of eleven docks on our Gulf Islands.
This will be my last article in this publication, as Gail and I are leaving the ‘rock’ for the Okanogan in November. After twenty years on our beautiful island it is time for a change, but our move is mainly for family reasons.
As to our two Mayne Island docks, you will notice a sign at Miners Bay announcing the upcoming repair work to be done.  This work is slated to begin almost immediately, and to be completed in December.
Basically the work at Miners this year will consist of total repair of the two gangways, including stripping and painting, replacing a portion of the timber decking on the approach and wharfhead, and painting of all railings.  The company that has been awarded the work for all of our nine docks is Pacific Industrial and Marine.  This work is the first of a five-year capital improvement project that has been budgeted and approved by CRD and the Harbours Commission.
As for Horton Bay, there is certainly some maintenance work required here, but as it is still owned by Small Craft Harbours, they will be announcing upcoming repairs in the near future, or will give CRD the go ahead to carry out the required work. CRD is currently in talks with Small Craft Harbours re this work.
As a final note, I would like to thank our Mayne Island Commissioner, Carl Bunnin; firstly for being instrumental in my appointment as Dock Coordinator for the last year, and for his commitment to the continued success of our docks, and also for spear heading the development of our soon to be new Horton Bay facility. And my thanks also to Wharfinger Richard Jarco.  Richard was always available when needed, and he has been very ‘hands on’ in running the day to day operations of Miners and Horton Bay docks. DOCK TALK - August 2016

This article is on behalf of the Southern Gulf Islands Harbours Commission, who manage and maintain eleven government docks on our Gulf Islands.  Two of these docks are Miners Bay and Horton Bay, on Mayne Island. 
Last month I noted most of the maintenance work and repairs that have been completed on our Miners Bay, so I won’t bore you with listing those again.  But, since last month’s article, Island Marine Construction, of Salt Spring Island have completed some major repairs. These include re-building of the four pile wells on the south float.  This was necessary as these wells require shock absorbing timbers and rubber to alleviate damage to the piles and float timbers when our BC Ferries’ wake plays havoc with the floats here.   They also replaced the south gangway roller and bearings, and installed some new anchoring chains on the north floats. 
We are still having problems with the north gangway, in that this float tends to move around, causing the bottom transition apron to get caught up with the metal guides and timber bed.  I have recently replaced this apron, and hopefully it will last until we get this corrected. 
If anyone notices problems at either of our island docks, we would appreciate a call to either myself, the wharfinger, Richard Jarco, or Carl Bunnin, our island commissioner.  Thanks to Trish Morrow, our great postal lady for letting us know when she notices anything amiss. It’s people like her, as well as emergency personnel, school children and many other services who rely on us to keep our docks safe and usable.

DOCK TALK - July 2016
 
This article is on behalf of the Southern Gulf Islands Harbours Commission, who manage the eleven docks on our gulf islands.  Two docks on Mayne Island are Miners Bay and Horton Bay.
Last month I itemized some of the maintenance work either planned for in the near future or are on-going at these two docks.
 For Miners Bay, as I stated last month, the engineering firm of Moffat and Nicol is now preparing the tender documents for replacement of some timber decking and complete rebuilding of both gangways. This work is planned for completion by years end. 
Other repairs which have now been completed include a new timber bed under the north gangway, including new metal roller guides, a new aluminum transition apron has been installed between the first two floats, leading to the float plane dock, and new metal mesh on one gangway. Island Marine Construction has been awarded work to repair the south float pile wells, and to replace the south gangway roller and bearings. They will also be replacing some of the chains connecting the north floats.
The other job that hopefully will be completed soon is the cleaning and painting of all railings on the approach and wharfhead.  CRD requires that any contractor, such as a painter for the above work, carry full liability insurance, as well as having a WCB registration.  This makes it a little difficult to find someone with these requirements.  If anyone is interested in performing minor repairs on our docks, please feel free to contact me or our local Harbours Commissioner, Carl Bunnin.
With regard to the Horton Bay dock, CRD is having discussions with Small Craft Harbours, who are the owners of this dock, regarding repair work required here.  Thanks to Brian Dearden, our local building supply owner, who has managed to acquire some small floats, which are being added to Horton Bay to provide some ‘dinghy dock’ space.  This will help alleviate some of the congestion at this dock.

 DOCK TALK - June 2016

It has been many years since I had the opportunity to write this article on behalf of the Southern Gulf Islands Harbours Commission, with regard to the state of our docks on our islands: nine years to be  precise.
The main purpose of this article is to keep Mayne Islanders aware of the state of our two docks on this island.  That being the docks at Miners Bay and Horton Bay. 
Horton Bay is still actually owned by Small Craft Harbours, a division of Canada Fisheries and Oceans, and only managed by our Harbours Commission.  CRD is currently in negotiation with Small Craft Harbours as to some minor repairs needed at Horton Bay dock. The other dock which we only manage is Lyall Harbour, on Saturna Island.  The remaining nine docks, Miners Bay being one of them, are all owned by Capital Regional District, managed by our Harbours Commission, and consequently our responsibility to pay for all maintenance and repairs.
Miners Bay is currently slated for some serious upgrading and repairs.  Engineering firm, Moffat and Nicol recently inspected all our docks, and with respect to Miners Day dock, the following work is scheduled to go to public tender; for work to be completed by December, 2016.
 Replacement of damaged timber decking on the wharfhead and approach, and thorough upgrading of both gangways, including sandblasting and/or replacing rusted or broken braces and beams, and replacing the rollers and bearings.  Further work on pilings and other structural repairs are slated in subsequent years. With respect to minor maintenance and repairs, I have been contracted to carry out regular inspections of all docks, and subsequently proceed with minor repairs, as a result of these inspections. This has resulted in the following repairs; either completed or planned for Miners Bay dock.
Newly installed metal non-skid mesh to one gangway, some treads have been replaced on both gangways, a new transition ramp between the two floats adjacent to the float plane dock has been designed and ordered, non-skid duroid has been installed on the float, and will be expanded in the fall, and complete cleaning and painting of handrails and bull rails. Some remedial work is planned on one gangway bed.  Additionally we recently had Island Marine, from Salt Spring Island carry out emergency repairs to some anchoring chains that dragged as a result of high winds and ferry wake. They are also slated to return for further work on the south float pile wells.  
Some other recent work we have carried out at Miners Bay includes welding repairs on the north gangway, electrical wiring repairs, and reinforcing the south gangway roller guides.
All the above minor repairs are scheduled for completion by June.
